Use free tools like Google's keyword tool or Wordtracker's free version of its popular keyword discovery service. Make a list with quality keywords that receive decent traffic and have little or no competition with sites optimized for that certain keyword.

While you can pay someone to do this for you, if you're on a small budget you can easily create good content on your own.
